این بیانیه گزارشی است از شرایط زندگی مردم ایران در سالها تحریم های سنگین و تحمل فشار و سرکوب حکومت استبداد مذهبی در داخل کشور.
ما کوشش داریم تا عدم وجود آزادی، عدم امنیت، بی عدالتی، تبعیض در جامعه بخصوص در جامعه زنان و فقر فراگیر در میان اکثریت مردم، که همگی به دلیل ادامه حاکمیت استبدادی بر مردم ایران است را در معرض افکار عمومی مردم جهان قرار دهیم.
در جمهوری اسلامی، زندان، شکنجه ،اعدام، از جمله ابزار روزمره حکومتی برای ادامه سیاست خفقان عمومی در کشور ایران است.
ما خواستاریم که این گزارش مورد توجه نمایندگان پارلمان کشورهای دموکرات جهان، مطبوعات آزاد و دولتهای علاقمند به حقوق بشر قرار گیرد.
تحریم ها ابتدا از طرف آمریکا بعد از تراژدی گروگانگیری حاکمان جمهوری اسلامی در سفارت امریکا، در تهران درنوامبر۱۹۷۹ شروع شد و در سالهای بعد سازمان ملل و سایر کشور های اروپائی نیز به دلیل فعالیت های تروریستی جمهوری اسلامی و نیز غنی‌سازی اورانیوم که احتمال ساختن سلاح های هسته ای از آن می رفت، آنها را متناسب با مصالح و منافع خود تا به امروز ادامه داده‌اند.
تحریمها طی سالهای متمادی لطمات فراوانی به اقتصاد کشور و مردم ایران وارد آورده است و اقتصاد مملکت را به رکود عمیقی کشانده است. جامعه جهانی و جمهوری اسلامی، سرانجام درسال ۲۰۱۵ همراه ۵ کشور شورای امنیت سازمان ملل بعلاوه آلمان و اتحادیه اروپا، پس از مدتها مذاکره معاهده‌ای بستند که قرار شد جمهوری اسلامی فعالیتهای هسته‌ای خود را محدود نماید و در برابر آن تحریمها برداشته شوند: برجام (برنامه جامع
اقدام مشترک). ۱۸ اکتبر ۲۰۱۵ . در نتیجه تحریمهای سازمان ملل در ۱۶ ژانویه ۲۰۱۶ برداشته شدند.
پرزیدنت ترامپ به دلیل ناکافی بودن تعهدات برجام در ۲۰۱۹ از معاهده بیرون آمد و تحریم ها را دوباره از سرگرفت. حتی از سازمان ملل متحد خواست که تحریم هایش را دوباره برقرار نماید. این تحریمها مشمول حال صادرات انرژی، امور کشتی‌رانی، فعالیت های بخش اقتصادی می گردد و در عین حال کمپانی‌های در حال معامله با ایران نیز در بر میگرفت.
این سیاست سبب شد که ارز خارجی تهی شود و صادرات نفت شدیدا نقصان پیدا نماید. جمهوری اسلامی در گزارش خود زیان حاصل از تحریمها به اقتصاد ایران تا به امروز را یک تریلیون دلار برآورد نموده که این خسارت در واقع به ملت ایران وارد شده و حاصل ناکارآمدی در مدیریت کشور بوده است.
این پول متعلق به مردم ایران است و ثروت حاصل از جبران این خسارت می‌بایستی برای رفاه و آسایش مردم ایران و کمک به خانواده‌های محتاج و کم درآمد و فقیر ایران باشد.
فشار تحریمها عمدتآ بر دوش مردم فقیر ایران است. گرانی سرسام‌‌آور حاصل از تحریمها فقر، گرسنگی، بیکاری را نسبت به اکثریت توده فقیر مردم افزایش داده است و حق سلامتی و و در اختیار داشتن دارو را از ایشان سلب نموده است. در حالی که همین تحریمها برای اقلیت وابسته به حکومت اسلامی که ثروت ملی ایرانیان را دزدیده‌اند نه تنها قابل تحمل است بلکه الیگارشی ملی و سپاه پاسداران آن، که گرداننده‌های کل اقتصاد کشور هستند با استفاده از همین تحریمها و با وارد کردن اجناس و داروهای قاچاق به چپاول خود ادامه می‌دهند.
پرزیدنت بایدن، چهار سال پس از بیرون رفتن آمریکا توسط پرزیدنت ترامپ از برجام (برنامه جامع اقدام مشترک) هفته گذشته با همراهان اروپائی‌اش، تقاضای مذاکره با ایران را نمود. البته آقای بایدن تحریمهای شورای امنیت را که مجددا ترامپ برقرار کرده بود را هفته پیش ضمن نامه‌ای به شورای امنیت لغو نمود اما تحریمهای سختی را که پرزیدنت ترامپ برقرار نموده هنوز باقی هستند.
ما از دولت های درگیر در برجام تقاضا داریم در قراردادهایی که با جمهوری اسلامی می‌بندند به گونه‌ای رفتار کنند تا سختی و سنگینی متوجه دولت و دست‌اندرکاران حکومت اسلامی باشد تا مردم ایران و لازم است که برای رعایت انسانیت و حقوق ملت ها به مشکلاتی که دامن مردم ایران را گرفته است توجه کامل داشته باشند.
ما خواستار گذار از جمهوری اسلامی ایران بدست مردم ایران هستیم در این هدف به یاری همه آزادیخواهان جهان نیاز داریم و آگاهیم که دنیای متمدن هنوز به آن پایه‌ای از رشد حقوقی نرسیده تا بتواند در گذار از حاکمیت های استبدادی از نظر قانونی با آنها همسازی کند.
(با این وجود لازم می‌دانیم به کشورهای طرف مذاکره با جمهوری اسلامی هشدار دهیم که مردم ایران در اثر جمهوری اسلامی و تحریمها مشقت های زیادی را تحمل کرده اند حق دارند از شما بخواهند تا طی مذاکرات دست کم حکومت ایران را وادار به رعایت حقوق جهانشمول انسانی به ویژه اصول اساسی زیر کنید:
آزادی اندیشه و بیان را ارج بگذارد. زندانیان سیاسی را آزاد کند. حکم اعدام را از قوانین کشوری بردارد. شکنجه را متوقف سازد. دستگیری‌های خودسرانه شهروندان را کنار بگذارد.
حق داشتن وکیل آزاد و مستقل را رعایت کند. حقوق جهانشمول شهروندی را محترم شمارد. حق انتخابات منصفانه و آزاد را از مردم سلب نکند.
حق آزادی دین و مذهب را برای مردمان ایران رعایت کند.)
حداقل این دولت ها می توانند بر آنچه به جمهوری اسلامی از سرمایه های مسدود شده ایران می‌پردازند نظارت داشته باشند و آنها را با شرایطی در اختیار جمهوری اسلامی قرار دهند تا مردم ایران از حق زندگی، مال و ثروت ملی خود بهره گیرند نه اینکه این ثروت‌ها خرج گسترش تروریسم در منطقه گردد. نه آنکه مانند بار پیش ۱۵۰ بلیون دلار دارائی های مسدود شده (بلوکه شده) ایران همراه ۱.۸ بیلیون دلار بهای خرید هواپیماهای تحویل داده نشده امریکا کمک به استراتژی تهاجمی منطقه‌ای جمهوری اسلامی در حفظ و تقویت تروریستهای منطقه و طعمه غارتگران مردم که وابسته به زمامداران دیکتاتور کشور هستند گردد و کمک به اکثریت مردم فقیر ایران به فراموشی سپرده شود.
شما که این ثروت ها را مسدود کرده‌اید باید امروز قادر باشید علاوه بر توقف تولید تسلیحات اتمی، راه‌هایی پیدا کنید که این ثروت‌ها تنها برای رفاه ملت ایران مصرف شود نه اینکه به مصرف گسترش تسلیحات نظامی و جنگ افروزی در منطقه برسد یا به جیب عوامل رژیم سرازیر گردد. باید تا آنجا که ممکن است کوشید که این پول‌ها به صورت جنسی در اختیار مردم قرار
گیرند و همینطور با این پول‌ها بیمارستانها، مراکز کمکهای درمانی، مدارس و دانشگاه‌های مجانی تأسیس شوند و به ویژه در شهر های دور دست و روستاهای دورافتاده . به وضعیت فقر، درمان مجانی، رفاه و امنیت عمومی، آموزش، خانه‌سازی، آب رسانی، گسترش کشاورزی، ایجاد صنایع کوچک تولیدی، بهبود مناسبات اقتصادی و اجتماعی پرداخته شود. تنها از این راه است که میتوان استراتژی تروریستی جمهوری اسلامی در منطقه را متوقف کرد و یا از گسترش آن کاست و آرامش و صلح را در خاورمیانه به وجود آورد. شما بهتر از هرکس آگاهید که اثرات جنگ در خاورمیانه دامن اروپا و آمریکا را خواهد گرفت.

Sanctions and People of Iran
This declaration is a report on the living conditions of the Iranian people during the years of heavy sanctions and endurance of the pressure and repression of the religious authoritarian government inside the country.
We are striving to expose to the world community the lack of freedom, insecurity, injustice, discrimination in society, especially for women, and pervasive poverty among the majority of the people, all of which are due to the continued authoritarian rule over the Iranian people.
In the Islamic Republic, imprisonment, torture, and execution are among the daily tools of the government to continue the policy of public repression in Iran.
We want this report to be brought to the attention of the parliamentarians of the democracies of the world, the free press and the governments interested in human rights.
The sanctions were first imposed by the United States after the tragedy of hostage taking in the US embassy in Tehran in November of 1979 by the rulers of the IRI, and in the following years by the United Nations and other European countries over the Islamic Republic’s terrorist activities and uranium enrichment, which could convey the initiation of nuclear weapon adventures, have continued to do so in accordance with their interests to this day.
Over the years, sanctions have caused great damage to the country’s economy and the people of Iran, and have plunged the country’s economy
into a deep recession. The international community and the Islamic Republic finally concluded a treaty in 2015 with the five members of the UN Security Council together with Germany and the European Union, after lengthy negotiations, in which the Islamic Republic was to limit its nuclear activities in exchange for
lifting the sanctions. The treaty was called: Joint Comprehensive Plan of Action Plan- JCPOA (In Farsi Barjam), October 18, 2015. As a result, UN sanctions were lifted on January 16, 2016.
President Trump withdrew from the treaty in 2019 due to insufficient commitments contained in the treaty and resumed sanctions. He even called on the United Nations to
re-impose sanctions. These sanctions included energy exports, shipping, the economic sector activities, and companies doing business with Iran.
This policy led to the depletion of foreign currency and a sharp decline in the oil exports. In its report, the Islamic Republic estimates the damage caused to the Iranian economy by the sanctions at one trillion dollars to this day. The
damage has actually been caused to the Iranian nation and has been the result of inefficiency in the management of the country.
This money belongs to the people of Iran, and the wealth resulting from this compensation should be for the welfare and comfort of the Iranian people and help the needy, low-income and poor families of Iran.
The pressure of the sanctions is mainly on the poor people of Iran, i.e. the staggering cost of sanctions has increased poverty, hunger, and unemployment for the majority of the poor, depriving them of the right to health and access to medicine. While the same sanctions are not only tolerable by the minority affiliated with the Islamic government who have stolen the national wealth of Iranians, but also the national oligarchy and the Revolutionary Guards, both of which run the entire economy, using the same sanctions and importing smuggled goods and drugs continue to plunder.
President Biden called for talks with Iran last week, four years after President Trump withdrew from the Joint Comprehensive Plan of Action (JCPOA). Mr. Biden, of course, lifted the Security Council sanctions that Trump had re-imposed last week in a letter to the Security Council, but the tough sanctions imposed by President Trump still remain.
We urge the governments involved in JCPOA (Barjam) in their agreements with the IRI to act in such a way that the burden falls on the government and
those involved in the Islamic government rather than on the people of Iran and in order to respect humanity and rights of the nations it is incumbent upon them to pay special attention to the problems hitting the Iranian people.
We want the transition from the IRI by “the Iranian people”. To materialize this goal we need the help of all libertarians of the world, and we know that the civilized world has not yet reached such a level of legal leverage to legally cohere with the people for the transition from authoritarian regimes.
(However, we need to warn the countries negotiating with the Islamic Republic that the Iranian people that have suffered a great deal as a result of the IRI’s actions and sanctions that the Iranian people have the right to ask you, at least during the negotiations, to compel the Iranian government to respect universal human rights, in particular the following basic principles:
● Respect freedom of thought and expression.
● Release political prisoners.
● Remove the death penalty from national law.
● Stop torture.
● Put aside the arbitrary arrests of citizens.
● Respect the right to a free and independent lawyer. Respect the universal rights of citizenship.
● Do not deprive the people of the right to a fair and free election.
● Respect the right to freedom of religion for the people of Iran.)
At the very least, these governments can oversee what they pay back to the Islamic Republic from the frozen assets of Iran and provide them to the Islamic Republic only on the condition that the Iranian people enjoy their right to life, property and national wealth. They should make sure that these funds would not be directed towards the spread of terrorism in the region, and not like what happened in the two following cases; $ 150 billion in blocked Iranian assets, along with $ 1.8 billion for purchasing the undelivered aircrafts, where the funds helped the offensive strategy of the Islamic Republic by
protecting and strengthening the terrorists of the region and also fell prey to the people’s wealth looters, who are affiliated with the absolute rulers of the country and naturally in such cases helping the majority of Iranian poor people were and forgotten.
You, who have frozen these assets, must be able today, in addition to stopping the production of nuclear weapons, to find ways in which they can be used only for the welfare of the Iranian people rather than for military weapons purchases and provocations in the region or flow into the pockets of regime’s agents.
It is of paramount importance to make this money available to the people in kind, as well as:
● to establish hospitals, medical centers, schools and public universities , especially in remote cities and remote villages.
● To address poverty, free healthcare, public welfare and security, education, housing, water supply, agricultural development, small-scale manufacturing, and betterment of economic and social relations.
This is the only way to stop the terrorist strategy of the Islamic Republic in the region or to reduce its spread and create peace and tranquility in the Middle East. Surely you know that in case of a war in the region Europe and the United States will get entangled too.
